Noel Allas Alerts ICAC On A Lease Granted To Company Co-Owned By Johnson Roussety

Noel Allas, a journalist from Rodrigues, has written a letter to ICAC requesting that a preliminary investigation be opened against Johnson Roussety. He alleges that the latter allocated a portion of land to the company Marjoh Ltd. The land measures 1,344 square meters and is located in Baie-aux-Huîtres, Rodrigues. The land was granted on September 09, 2022. Nothing could be more banal. It appears that Marjoh Ltd is owned equally by Johnson Roussety and his wife, Marianna Meunier.

Can a Chief Commissioner grant himself a plot of land? This is the question posed in this letter of denunciation addressed to the ICAC. In his letter, Noel Allas claims that Johnson Roussety is not only the Chief Commissioner of the Rodrigues Regional Assembly, but also the Commissioner responsible for state land management issues in Rodrigues. He is also the President of the Executive Council. As such, he is at the head of all the bodies responsible for studying and approving Marjoh Ltd’s application. Johnson Roussety maintains that everything was done according to the rules, and that he has nothing to reproach himself for. According to some information, the lease was not signed by him…a case to follow.

Johnson Roussety says: “I have a residential lease that expires in 2026. I want to renew it, because I want to borrow for the house. What do I do? I apply as an individual. If the file comes before me, I have to declare my interest and not take part in the decision-making.”
