Social Register Of Mauritius: Since Last July, 2,511 Families Have Met The Criteria For Extreme Poverty

According to the latest statistics available, presently some 41,000 households have registered for different schemes associated with the Social Register. From last July to date, 2,511 families, representing approximately 10,000 people meeting the criteria of extreme poverty, have joined the Social Register of Mauritius (SRM).

Furthermore, there were 4950 applications for membership during this 10-month period (from July to date), but almost half of the applications were rejected. Though most of these families live in poor conditions, they do not meet the criteria to join the Social Register, which now has 4732 families, thus representing 17,284 beneficiaries.

Social aid is the oldest and largest income-tested programme in Mauritius managed by the Ministry and aids those who are unable to financially support themselves temporarily or permanently. A paradigm shift in the current policy was engaged to ensure the transfer of social aid to the poorest decile of the population by better targeting beneficiaries with the aim of having maximum coverage, adequacy, sustainability, and efficiency gains.

The Social Register of Mauritius (SRM), a national dynamic database, was set up in 2008 with the application of the Proxy-Means Test as a tool to determine the eligibility towards social assistance schemes. Using this tool, the Ministry has been able to start the consolidation of a central database of all those requesting support and has already started using the information to design new policies.

The Social Contract is the point of entry of eligible beneficiaries living in absolute poverty to benefit from Empowerment Schemes based on various conditions that are laid out in the Contract. The objectives of the Social Contract are as follows:

  • to eliminate absolute poverty with the introduction of a monthly subsistence allowance;
  • to offer personalized support to families via a case management approach; and
  • to improve access to services to enable beneficiaries to lead full and productive lives.
