IRP Asks WMA To Review Bids For Guarding Contract

The Independent Review Panel (IRP) has asked the Wastewater Management Authority (WMA) to re-evaluate the bids submitted in relation to a Rs 21.4 M contract to provide custodial services at 24 sites.

In addition, in its ruling dated July 6, the IRP requires that a newly constituted Evaluation Committee be formed to re-evaluate the five bids submitted to the WMA.

The facts date back to January 4. The Wastewater Management Authority solicited bids for custodial services for 24 sites. When the bids closed on February 11, 2021, five companies had indicated their interest in the contract.  On May 4, the WMA decided to award the contract to RSL Security Services for a total amount of Rs 21 244 560.

In the aftermath RSK Security Services Ltd, one of the companies that responded to the tender, decided to challenge this choice before the IFP on May 13. The complainant questioned the ability of RSK Security Services Ltd. to honor its salary commitments to its employees.

The IRP ruling finds that Rapid Security Services’ challenge is well founded and insists on the fact that Procurement Policy Office directive 52 regarding “abnormally low” offers should have been followed scrupulously.

The arbitration body therefore recommends that the offers be re-evaluated by a different evaluation committee.
