E-Application For Certificate Of Character Launched To Ease Access To Services

In a bid to ease access to services and improve the quality of life of citizens, the e-application for Certificate of Character was launched, yesterday afternoon, in presence of the Attorney General, Mr Maneesh Gobin, at Sir Harilal Vaghjee Memorial Hall, in Port Louis.

Henceforth, the public can submit their application for Certificate of Character electronically by accessing the link https://ecertificateofcharacter.govmu.org.

The applicant will be able to download his/her electronic copy of Certificate of Character after the authorities concerned have completed the process of the application.

The Director of Public Prosecutions (DPP), Mr Abdool Rashid Ahmine, the Superintendent of Police, Mr Chetanandsingh Dawonauth, and other personalities were also present at the event.

In his address, the Attorney General highlighted Government’s policy to make services more accessible to the public and to ease the administrative hassle as well as the long waiting period that the public usually faces for these procedures.

In this endeavour, he indicated that Government has brought several other initiatives namely the Citizen Support Unit, MoKloud platform and Mo RendezVous platform, to increase proximity between the public and authorities.

For his part, the DPP indicated that the Certificate of Character is governed by the Certificate of Character Act 2012 (No 18/2012) Amended. It is an official document issued by the Office of the DPP which states whether a person has previous convictions recorded against him/her in the Republic of Mauritius.

He spoke of the pressing need to upgrade the system as there has been a considerable increase in the number of applications for Certificate of Character from 51 662 applications in 2011 to 94 466 applications in 2022.

As for Mr Dawonauth, he stated that the MPF is a key stakeholder in the project along with the Office of the DPP. He dwelt on the MPF’s Strategic Plan 2022- 2025 which aims at enhancing the effectiveness and efficiency of the organisation and provide quality services. Some 250 applications are expected daily, he said, adding that both the online system and the existing system will remain operational to the public.

E-application for Certificate of Character

Applicant will need to log in the system with their credentials of the Maupass platform for authentication to start the application. Online payment facilities are provided on the E-Certificate of Character system and can be affected for now only via the credit card payment and debit card. In addition to the online application, the current system of applying for a Certificate of Character will remain operational.
