After Pakistan made an attempt to list Indian national Gobinda Patnaik Duggivalasa as United Nations-listed terrorist, it faced a major humiliation as UK, US, France, Albania and India rejected that plea at the United Nations Security Council’s committee. Three of the countries are permanent members of the security council. Albania is the President of the Council for this month.
Earlier in 2020, Pakistan had tried to list the same person as a terrorist but was rebuffed at that time as well by 5 members of the committee. Pakistan’s attempt to list Duggivalasa again is viewed as wastage of United Nations Security Council’s time. Indian envoy to UN Ambassador T.S. Tirumurti had tweeted on the issue and said, “Pakistan’s blatant attempt to politicise 1267 special procedure on terrorism by giving it a religious colour.”

Meanwhile, the UN listing of Lashkar-Tayyiba’s 2nd command Abdul Rehman Makki has been put on hold by China for six months. Sources say the proposal was given by India and the US, on June 1, to the United Nations Security Council 1267 committee.This body is also known as UN Security Council’s Al-Qaeda (Dae’sh) and ISIL Sanctions Committee. Both US and India have listed Abdul Rehman Makki as a terrorist.
While China’s hold on listing of Makki is for 6-months, Pakistan’s attempt to again list Gobinda Patnaik Duggivalasa has been resoundingly rejected by all members of the UNSC.
According to the UN, “Abdul Rehman Makki is the head of political affairs of the terrorist organisation Lashkar-e-Toiba (LeT)/Jamat-ud-Dawa (JuD).”
According to WION, “Makki has a reward of $2 million on him by US Govt and both Washington & Delhi have listed him as a terrorist under domestic laws. He is 26/11 mastermind Hafiz Saeed’s Brother-in-law & close to al-Qaeda’s Ayman al-Zawahiri & Taliban leadership.”
The move by China to protect Makki is seen as a nexus between itself and Pakistan and has been noticed at various multilateral meetings.
