Metro Express: Developer Sought To Develop Rose Hill’s Integrated Urban Terminal

November 12, 2021 – This is the deadline set by the Department of Regional Government to find a private sector developer to lease four parcels of land to develop an Integrated Urban Terminal for Metro-Express in Rose Hill.

These four parcels of land strategically located in downtown Rose Hill will be made available to manage a modern integrated urban terminal at this location. These four parcels are occupied by the Metro/Bus station, CEB offices, Rose-Hill Market and Da Patten/New Arab Town fairs.

As a major transportation interchange in this most strategic part of the city, the Urban Terminal is expected to be iconic, encompassing mixed-use development, act as a focal point for the Beau Bassin/Rose Hill municipal area, and re-establish the identity and heart of the downtown.

The Urban Terminal is intended to accommodate mixed-use development including retail, food court, restaurants, offices, entertainment and recreation, as well as residential apartments and any other uses identified by the developer provided that these uses are compatible in a downtown and with an Urban Terminal. The activities must contribute to maintaining the animation of the Urban Terminal and the downtown area during the day and night, as well as on weekends.

In this context, the government is seeking the active participation of the private sector and is mobilizing private investment in such national infrastructure development projects with a view to stimulating job creation while promoting social integration. The Ministry of Regional Government is calling for proposals from developers with the experience, expertise and resources to develop and operate a modern urban terminal in Rose Hill.

For the implementation of the project, the government will make available to the selected developer the four portions of land with a total area of 3 Arpent 68 Perches (or 15,539 m2) identified as Parcels A, B, C and D respectively: –

  • Plot A with an area of 1A65p (6,964.43m2) – at Place Cardinal J. Margeot Square
  • Parcel B with an area of 0A90P (3,805 m2) – existing CEB premises,
  • Parcel C with an area of 0A59P (2,490.31 m2) – existing Rose Hill Market
  • Parcel D with an area of 0A54P (2,279.26 m2) – the existing Da Patten and Arab Town fairs.

All four parcels will be leased to the developer, who will be retained for an initial term of 60 years, at a reduced rate.
