Local Government: Towards A Liquidity Crisis?

Beau-Bassin, Curepipe and Port-Louis city councils are reportedly suffering from a liquidity crisis. Fairs that have also equaled to fixed rent and that have guaranteed income for both municipalities and district councils for a long time were either canceled or postponed throughout the financial year 2020-2021.

Nonetheless, Budget Revenue Estimates show that Central Government has provided Rs. 781 million in 2019/2020 and in 2021/2022, Rs. 900 million should be made available for a list of projects. From the setting up of incinerators to the upgrading and renovation of old public-owned buildings such as the Plaza in Rose-Hill or the Port-Louis Theatre, a number of public-led projects are planned for the ongoing financial year.

Will Central Government help Local Government if they face a liquidity crisis? Since Local Governments are allowed to find raise funds through loans up to Rs. 10 million when needed, Central Government will expect them to have recourse to existing remedies.
