Bibi Safeena Lotun, The Clerk Of The National Assembly Retires

A former student of Queen Elizabeth College, Bibi Safeena Lotun obtained a Diplôme d’Études Universitaires Générales en Droit, a Licence en Droit, followed by a Maîtrise en Droit Privé at the University of Paris VIII, Vincennes, France.

She joined the public service as Secretary of the Tax Appeal Tribunal on June 10, 1996. On October 22, 2001, she was appointed Clerk Assistant at the National Assembly. Thereafter, she was promoted, in turn, to the position of Deputy Clerk on February 22, 2006 and to the prestigious position of Clerk of the National Assembly on March 03, 2014 and was, thus, the first woman to accede to this prestigious position.

In addition to her responsibilities, Bibi Safeena Lotun left her mark through the modernization of the parliamentary administrative services, including the introduction of the e-Parliament, notably with several flagship projects, such as the digital recording system that allows the preparation and publication on the website of the National Assembly of the Official Reports, commonly known as Hansard, within 24 hours after the parliamentary sessions; a system and digital application allowing the internal preparation of bills and texts of laws within a very short time to allow their publication in the Government Gazette; the project of live broadcasting of parliamentary sessions; the digital application allowing the honorable members to receive on digital tablets, the parliamentary documents and other official communications; and the latest project to be launched shortly, the PeDMS, the electronic management system of parliamentary documents, among others.

These achievements have enabled the National Assembly to win several awards such as: in December 2004, the second prize in the website competition organized by the Ministry of Information Technology and Telecommunications; in 2018, the Bronze Award given by the National Productivity and Competitiveness Council for the project of live broadcasting of parliamentary sessions; and most recently, in March 2023, the Bronze Award in the Public Service Excellence Award for the Digital Application allowing the honorable members to receive parliamentary documents and other official communications on digital tablets.

After 22 years of successful career and effective and efficient reform of the parliamentary administrative service, Bibi Safeena Lotun is retiring on April 30, 2023.

Thanking Bibi Safeena Lotun for her dedication during her long years of service to the National Assembly, Hon. Sooroojdev Phokeer, GCSK, GOSK, the Speaker of the National Assembly offered to retain her services as a consultant to the National Assembly in the interest of the institution, in view of the rich experience she has acquired at the National Assembly.
