Obituary: Raj Dayal Died On Sunday 19 December

Former Environment Minister and former Commissioner of Police Raj Dayal, 72, passed away on Sunday, December 19, after suffering a heart attack.

Raj Dayal, first came to in the limelight as Commissioner of Police in September 1994 after serving as Commander of the Special Mobile Force. He had joined the force in 1971. Raj Dayal was a man of action and his stint as environment minister was a success.

He was the driving force behind Community Policing and the creation of the Scene of Crime Office.

He was officially relieved of his duties as head of the Mauritius Police Force in January 2000. He was suspected of having used a letter written by former police inspector Ben Buntipilly, fully aware that the contents of the letter were false.  There is also the scandal of the grid of the Central Barracks and the purchase of missiles.

Later he decides to embrace a political career and created the National Democratic Movement Raj Dayal in 2000.

In the December 2014 elections he was elected in the Flacq/Bon-Accueil constituency under the banner of the Lepep Alliance. And he was appointed Minister of Environment.

The Bal Kouler Affair forced him to resign as minister in March 2016. According to the indictment, he would have solicited, in 2016, a “gratuity” from, Patrick Soobhany. As a contribution for activities in the constituency Flacq/Bon-Accueil on the sidelines of the Holi festival.

The former police commissioner had pleaded not guilty.

His next trial session was scheduled to be held on January 10, 2022.

In June 2018, Raj Dayal got Rs 15 million. Former environment minister and MP for constituency No. 9 (Flacq/Bon-Accueil), Raj Dayal, was to get Rs 15 M from the state in the lawsuit filed against him for “wrongful dismissal” in January 2000 when he was police commissioner. It was before Justice Bobby Madhub at the Mediation Court in March that the parties reached an out-of-court settlement.

In his October 2011 complaint. The first foundations of a settlement between the former police commissioner Raj Dayal and the government of Navin Ramgoolam, had been laid. Negotiations were underway, but the government’s offer did not meet the expectations of the former minister.

As a reminder, Raj Dayal was appointed Commissioner of Police on September 1, 1994. In October 1997, a commission of inquiry to investigate a police scandal was set up by then President Cassam Uteem. Raj Dayal, then police commissioner, was subsequently suspended from duty.
