Navin Ramgoolam, Paul Bérenger and Xavier-Luc Duval had a meeting with Irfan Rahman and his staff this morning.
They tabled the document they prepared on the organisation of the elections, with the objective of avoiding electoral fraud.
Amongst the proposals made:
- The reopening of the electoral register for 8 days after the issuance of the Writ of Elections
- Counting of votes on the same day
- Abolition of Computer Rooms
- Government Printing should be the only body to print ballot papers
- Only the national identity card and a passport should be used as identification
- Foreigners from the Commonwealth should not be allowed to vote
- The Electoral Supervisory Commission should be given more powers, for instance those of the Independent Broadcasting Authority during elections
- Mobile phones should not be allowed in the polling room
- An indelible ink should be used after a voter has exercised his or her right to vote.
Navin Ramgoolam pointed out that on some points, i.e. the counting of votes on polling day, computer rooms, increased powers for the ESC and the use of indelible ink, the Electoral Commissioner agrees. For the others, the government needs to come up with a law.
