For more transparency, the importance of the reintroduction of the ‘program base budgeting’ in the Parliament has been a point raised by Dr Arvin Bolell during the weekly press conference of the Labour Party held on this Friday 15th April 2022.
Indeed, by the reintroduction of the ‘program base budgeting’, there will be more transparency and a better handling of the ministries where each ministry will have to account for their expenses using public funds. Arvin Boolell also spoke about the need of redefining the parameters of the Public Dept. Management Act and the reintroduction of the Ministry of Plan for a better planning of the economy of the country.
Dr Boolell also commented on the question raised by Reza Uteem on whether the Public Accounts Committee should be debated in Parliament.
Coming to Dr Farhad Aumeer, he mainly discussed on the arbitrary arrestation in the context of the incidents which happened in ‘Manhattan’, Vacoas and Plaine Magnien. He stated that it is inacceptable that the arrestees’ constitutional rights are not being respected for whichever reason and despite the use of provisional arrestation as an excuse to overpower those who raise their voices and give their points of view.
More precisely, he pointed out the way the President of the District Council of the Village of Plaine Magnien has been treated during his arrest. He was refused his morning meal, which is an important part of his fasting. Because of this act, he found himself in a situation where he was unable to practice his religion.
Dr Aumeer also discussed about the administration of the 4th dose of vaccine. According to him, no concrete studies have been conducted on the administration of the 4th dose of vaccine so it is too early to call for a second booster dose of vaccine. Concerning focused groups of persons, it is important to do it properly in order to evaluate the category of persons needing a second booster dose of vaccine.
Coming to Eshan Joomun, he commented on the postponing of the municipal elections for one year, which is very disappointing for the citizens. He pointed out that this postponing is just an excuse and that all the cities of Mauritius are in very bad state and despite all, the PTr will be on the roads and will work forth for the citizens of the country.
He also commented on the incident of Manhattan’ Vacoas and Plaine Magnien; so did Mahen Gungapersad, who was also present in the press conference.
