Rodrigues: Agence Française De Développement (AFD) Pledges To Support The Restructuring Of The Water Sector

Agence Française de Développement (AFD) is committed to fully supporting Rodrigues in the restructuring of the water sector. AFD had a working session with the Chief Commissioner, Johnson Roussety G.O.S.K, and his team on Monday 30 January 2023 to understand the current organisation of the water sector to formulate financing proposals to help Rodrigues. The AFD delegation has been in Rodrigues since 28 January.

AFD finances and supports development projects and programs that promote more sustainable and shared economic growth, improve the living conditions of the poorest, contribute to the preservation of the planet and help stabilize fragile or post-crisis countries.

The mission of the Port Louis Agency is to accompany the new level of development of Mauritius and to facilitate its integration into the Indian Ocean region, by improving the competitiveness of the productive sector and the efficiency of the public sector.

Mauritius and Rodrigues are at risk of water stress due to socio-economic development and the effects of climate change. The creation of two water observatories aims to improve knowledge of the resource and raise awareness among stakeholders.

In Rodrigues, water management is ensured by the Rodrigues Regional Assembly (RRA), which has set itself the objective of providing water to all Rodriguan households.

The project aims to structure two Observatories in Mauritius and Rodrigues through a partnership involving the Ministry of Energy and Public Utilities (MEPU) and the RRA, the Water Office of Reunion Island and AFD.

Each observatory will be equipped with its own water information system which will provide them with data enabling them to adopt development strategies for their territories and anticipate the consequences of climate change.

The Water Office of Reunion Island is assisting the MEPU and the Rodrigues Water Commission with the method and providing technical expertise to

  • Assessing the existing data with a view to their use and making recommendations for the production of missing data;
  • Identify the needs for trend analysis, useful for the definition of strategies to manage the water resource;
  • To structure the institutional and operational organisation of the two Water Observatories;
  • To develop the computer solutions constituting the water information systems.
