A very fruitful visit to France for the ICTA Chairman. During his visit to Paris from 21 to 24 February 2022, Dick Ng Sui Wa met with his counterparts from the three French regulators. These high-level exchanges led to several avenues of collaboration and a draft bilateral cooperation agreement.
ICTA President Dick Ng Sui Wa held high-level negotiations in Paris with the three French ICT regulators. He met with his counterparts at the head of the French National Frequency Agency (ANFR), the French Telecommunications Regulatory Authority (ATF) and the French Telecommunications Regulatory Authority (TRA). He met with his counterparts at the head of the National Frequency Agency (ANFR), the Electronic Communications and Posts Regulatory Authority (Arcep) and the Audiovisual and Digital Communication Regulatory Authority (Arcom).
Mr Dick Ng Sui Wa was received at the ANFR by Mr Gilles Brégant and Mr Jean-Pierre Le Pesteur, respectively Director General and Chairman of the Board of Directors of the French frequency regulator. This first visit led to a draft bilateral cooperation agreement between the ICTA and the ANFR. A delegation from the ANFR is planning to travel to Mauritius to sign this agreement. The agreement will cover the exchange of trainees and advice on satellite measurements.
Mr Dick Ng Sui Wa then met Mrs Laure de la Raudière, President of Arcep. The main topics discussed during the meeting were privatisation, the separation of operators’ financial accounts and the coordination of the network of French-speaking regulators. Here too, the ICTA President obtained bilateral cooperation which will be materialised by a visit of Arcep to Mauritius.
Arcep is responsible for regulating the electronic communications and postal sectors on behalf of the French State. A former member of the French National Assembly for 15 years, Mrs Laure de la Raudière is a graduate of the Ecole Nationale Supérieure des Télécommunications. She was appointed by the President of the Republic Emmanuel Macron to head the Arcep last year.
Finally, Dick Ng Sui Wa met with his counterpart at the Presidency of Arcom, Roch-Olivier Maistre. The ICTA-Arcom partnership will focus on the regulation of social networks. The ICTA should greatly benefit from Arcom’s experience and advice in this area.

As a regulator, Arcom’s mission is to guarantee freedom of expression and audiovisual communication, while adapting to technological, economic and social changes. Roch-Olivier Maistre, a senior civil servant and former magistrate at the Cour des Comptes, was appointed to head Arcom by President Macron in 2019.
