Flic-En-Flac Bypass: RDA And Medine Group Partner

An agreement regarding the implementation of the Pierrefonds to Cascavelle Road Segment project of the Flic-en-Flac Bypass, was signed on Thursday afternoon between the Medine Group and the Road Development Authority (RDA), at the Uniciti Office Park in Cascavelle in presence of the Minister of National Infrastructure and Community Development (MNICD), Mr. Mahendranuth Sharma Hurreeram.

The cost of approximately Rs 950 million for the implementation of the Pierrefonds to Cascavelle Road Segment project of the Flic-en-Flac Bypass, will be equally shared between the RDA and Medine in connection with the segment from Pierrefonds to Cascavelle. Medine Group will put at the disposal of the RDA, 162.49 Arpents on which shall be constructed the La Vigie-La Brasserie-Beaux Songes Link Road and the segment Cascavelle to Pierrefonds.

The project is scheduled to kickstart on April 2023 and is expected to be completed by April 2025.

Medine Group representatives including its CEO, Mr. Dhiren Ponnusamy; high officials of the Road Development Authority and the MNICD ; and the CEO of Economic Development Board, Mr. Ken Poonoosamy proceeded with the signature of the Agreement in presence of the eminent personalities including the Minister of Foreign Affairs, Regional Integration and International Trade, Minister of Land Transport and Light Rail, Mr. Alan Ganoo. Members of Parliament, Mrs. Marie Sandra Monia Mayotte and Mr. Nand Prakash Ramchurrun, were also present on the occasion.

In his address, Minister Hurreeram emphasised that the project will enhance the landscape of the region by improving the road infrastructure, increase connectivity with other regions, and alleviate traffic jam thus considerably enhancing the quality of life of the inhabitants of the locality.

He recalled that the Flic-en-Flac Bypass is the second phase of the East-West Connector project, and pointed out that its first phase namely the La Vigie-La Brasserie-Beaux Songes Link Road project, is already being implemented.

As for Mr. Dhiren Ponnusamy, he reiterated the resolve of Medine Group to contribute to the country’s progress by contributing to the concretisation of the Bypass which he qualified as a project of national interest. According to him, the project will be a game changer for the region and will contribute to improve road connectivity and traffic.

The segment from Pierrefonds to Cascavelle includes the following works:

  • Construction of approximately 5.2Km long single carriageway from the junction with Black River Road (A3) to the new roundabout at Pierrefonds which can be later upgraded to a dual carriageway by the RDA;
  • Construction of a grade separate junction at Cascavelle, featuring an elliptical roundabout, at the intersection with A3 Road;
  • Construction of one roundabout to connect Flic-en-Flac Road (B34) and its connection to Flic-en-Flac Road;
  • Construction of an approximately 72 m long bridge near Beaux Songes;
  • Construction of two roundabouts near Geoffroy Road (B91) to connect to Palma Road (B2) including a road of 400 m long to link to Flic-en-Flac Bypass;
  • Construction of raised footpaths, cycle lane, drains and retaining structures;
  • Construction of bus laybys and shelters;
  • Provision of road lighting and safety equipment such as traffic lights, road markings, reflective road studs, traffic signs, informative panels, handrails, guardrails, concrete barriers, amongst others.;
  • Displacement of utility services; and
  • Landscaping works.
