An E-Registration Platform which will cater to an enhanced user experience and facilitate the application process from registration to issuance of a certificate was launched yesterday morning at the Flying Dodo, Bagatelle.
The launching of this initiative of the Construction Industry Development Board (CIDB) coincided with a half-day workshop on the “Role and responsibilities of the Resident Engineer (RE) aiming to highlight the importance and crucial role of the RE for the successful delivery of any public infrastructure project.
The Minister of National Infrastructure and Community Development, Mr. Mahendranuth Sharma Hurreeram, the Chairperson of CIDB, Mr Tarkaswar Cowaloosur, the Executive Director of CIDB, Mr. Ram Bahadoor and other personalities were present.
In his address, Minister Hurreeram stated that RE has a key role in the successful implementation of a project. It ensures that contractual provisions are being complied with. He indicated that at times construction projects suffer delays and cost-overruns because of poor project management, lack of knowledge and experience in site supervision and contract administration duties.
The Minister said that the workshop will allow stakeholders to identify challenges and address bottlenecks in the construction sector in conformity with the standard regulations.
He further indicated that the country is witnessing major infrastructural development projects and therefore emphasised the importance of training manpower in the construction sector to ensure sharing of knowledge and experiences as well as upskilling of labour.
Minister Hurreeram also spoke on a new legislation which will provide for merging the CIBD and the Building Control Advisory Council into the Construction Industry Authority to offer a more efficient service in the construction sector.
For his part, Mr Cowaloosur said that in its endeavour for continual improvement, the CIDB in 2020 decided to commission an electronic registration system for electronic application on a 24/7 basis in line with Government’s vision for a modern and digitalised country and further promote digitalisation in the construction sector. He also dwelt on the need to conduct capacity building exercises to improve the standard in the construction industry.
