Macron Presents His New Government: Abad Leaves, Schiappa Returns

Must Read

The government reshuffle is now official. After weeks of discussions, white smoke rose from the Elysée Palace this Monday, July 4. The French president presented his new government. Emmanuel Macron convened a Council of Ministers at 4 p.m. at the Elysee Palace this Monday, a few hours after the appointment of the new government, according to the Elysee.

Here are the major changes:

Damien Abad, targeted by an investigation for attempted rape, is not renewed. The role of Minister of Solidarity will be assumed by Jean-Chrisophe Combe, the director of the French Red Cross. The executive was facing increasing pressure to remove from the government Mr. Abad, who came from the ranks of LR and was targeted by an investigation of the Paris prosecutor’s office after the complaint of a woman for events dating back to the first half of 2010.

Marlène Schiappa, a loyal supporter of Emmanuel Macron, has been appointed Secretary of State for the Social and Solidarity Economy and Associative Life, the Elysée announced on Monday. The former Minister Delegate in charge of Citizenship, 39, one of the most media-friendly personalities of Macron, returns to the government after having left it after the presidential election.

Christophe Béchu was appointed Monday as Minister of Ecological Transition and Territorial Cohesion, a position previously held by Amélie de Montchalin, outgoing government who had failed to be re-elected in the legislative elections. Mr. Béchu, very close to Edouard Philippe and mayor of Angers since 2014, was previously Minister Delegate in charge of Local Government.

The former prefect Jean-François Carenco was appointed on Monday as Minister of Overseas France to replace Yaël Braun-Pivet, who has since been elected president of the National Assembly, the Elysée announced in a statement. The new minister, who was prefect of Saint-Pierre-et-Miquelon (1996-1997) and Guadeloupe (1999-2002), graduated from the Ena, chaired until now the Commission for Energy Regulation. He replaces Mrs. Braun-Pivet, deputy of Yvelines, elected last Tuesday president of the National Assembly.

The emergency doctor François Braun has been appointed Minister of Health and Prevention to replace Brigitte Bourguignon, who was defeated in the legislative elections, the Elysée announced on Monday. François Braun, 59, had been charged in June by Emmanuel Macron with a “flash mission” on the deficiencies of the hospital in France. He is head of the emergency department of the regional hospital of Metz-Thionville and president of the Samu – Urgences de France union.

Clément Beaune was appointed Monday as Minister Delegate in charge of Transport, a portfolio that had not been filled in the first government of Elisabeth Borne after the departure of Jean-Baptiste Djebbari. Mr. Beaune, 41, former adviser to Emmanuel Macron at the Elysee Palace, was until then Minister Delegate for Europe. He had managed to get elected deputy in Paris a fortnight ago.

The chief economist of the Organization for Economic Cooperation and Development (OECD) Laurence Boone was appointed Monday as Secretary of State for Europe, the Elysee announced. Ms. Boone, 53 years old, succeeds Clément Beaune in this position. Former economic advisor to President François Hollande from 2014 to 2016, Ms. Boone was also since January deputy secretary general of the OECD.

Olivia Grégoire has been appointed Minister of SMEs, Trade, Crafts and Tourism and Olivier Véran has been appointed government spokesperson, “in charge of democratic renewal”.
