His Excellency Mr Alberto Vecchi, the newly-designated Ambassador of Italy to Mauritius with residence in Pretoria, paid a courtesy call on the Minister of Foreign Affairs, Regional Integration and International Trade, Honourable Maneesh Gobin, on Tuesday 20 August 2024 at the Ministry.

Both dignitaries reviewed the bilateral relations between Mauritius and Italy, acknowledging recent positive developments in this regard.

Mauritius was included in the list of 35 countries eligible for non-seasonal work quotas in Italy for the 2023-2025 period, as per a Decree issued by the President of the Italian Council of Ministers on 27 September 2023.

Italy is home to a sizeable Mauritian diaspora, with the most recent official estimates recording approximately 10,000 Mauritians, primarily residing in the regions of Lombardy, Emilia-Romagna, and Catania.

For the first time, Mauritius has been designated as a beneficiary of scholarships to study in Italy, under the Mattei Plan, which aims to strengthen cooperation between Italy and the African continent.

The discussions also explored opportunities for collaboration in the blue economy, with Italy being the third-largest blue economy in Europe. Potential areas of cooperation between Mauritius and Italy include sustainable fisheries, aquaculture, and marine tourism.

While the Government is steadfastly stepping up to provide the necessary sports infrastructure and facilities for the population to adopt a physically fit and active lifestyle, it is equally important for everyone to avail of these and take the necessary actions to maintain a good health and ensure their own welfare.

The Prime Minister, Mr Pravind Kumar Jugnauth, was speaking yesterday afternoon at the inauguration ceremony of the L’Avenir Village Hall and the L’Avenir Sports Complex, in St Pierre.

The Vice-Prime Minister, Minister of Education, Tertiary Education, Science and Technology, Mrs Leela Devi Dookun-Luchoomun, Member of Parliament, Mr Yogida Sawmynaden, and other personalities were also present.

In his keynote speech, the Prime Minister underscored the significance of the L’Avenir Sports Complex project, adding that this initiative, which includes a soccer pitch, children’s playground, volleyball court, and health track, is a pivotal part of the Government’s mission to ensure widespread access to sports infrastructure and facilities.

We are investing massively to ensure equal access to sports facilities for the whole population, for our Government has made its core priority the welfare and good health of all Mauritians, stated Mr Jugnauth.

He underscored the vital importance of practising regular sports activities and keeping fit to ensure good health and avoid suffering from Non-Communicable Diseases (NCDs), recalling that Government is spearheading a national sensitisation campaign to encourage the adoption of a healthy lifestyle.

The Prime Minister raised the alarm as regards the number of Mauritians suffering from NCDS, such as diabetes, hypertension, cardiovascular diseases and obesity, cautioning that these make them more vulnerable to complications of other ailments. These are preventable by adopting healthy food habits, avoiding abuse of cigarettes and alcoholic drinks and engaging in regular sports activities, he added.

Furthermore, he remarked that the two infrastructures will enable the locality’s residents to indulge in leisure and sports activities as well as engage in a more active social life, while emphasising that social interactions will contribute to mental wellness.

Besides, the Prime Minister thanked the Republic of India and the People’s Republic of China for their support in the concretisation of the projects, underpinning their unflinching support to Mauritius in its developmental projects.

He also reaffirmed the Government’s objective of continuously improving public infrastructure, reminding that other major projects, including the AYUSH centre, a modern cardiac centre, a modern hospital at Moka, and the extension of the Reduit Metro Express line to St Pierre and Flacq, are on the agenda.

As for Vice-Prime Minister Dookun-Luchoomun, she highlighted that the projects are part of Government’s endeavours to enhance the quality of life of the population. She also dwelt on the numerous recent financial benefits being provided to pregnant women and their newborn babies.

During the meeting, Minister Gobin dwelt on the strong and historical ties between Mauritius and the People’s Republic of China, highlighting the cordial relations across political, diplomatic, economic, cultural, and people-to-people fronts. He noted that China, as a “pays de peuplement”, exemplifies the excellent rapport between the two nations.

Mauritius, he said, is eager to elevate its cooperation with China, particularly with the coming into force of the Free Trade Agreement (FTA), the first of its kind between China and an African nation. This FTA marks a significant milestone in the bilateral relationship and opens new avenues for economic collaboration, added the Minister.

Mr Gobin expressed his wish that both countries work together in view of relaunching direct flights between Mauritius and China, which would greatly enhance tourism and trade exchanges. He further reaffirmed Mauritius’ long-standing recognition of the One China Policy and announced that Mauritius will send a high-level delegation, led by the Vice-President, to the FOCAC from 04 to 06 September 2024. According to the Minister, this participation reflects Mauritius’ ambition to play a meaningful role in the China-Africa development partnership.

Additionally, he expressed the appreciation of the Government of Mauritius to China for lending support to Mauritius’ sovereignty claim over the Chagos Archipelago.

As for Mr Liu Yuxi, he highlighted the longstanding and deep-rooted friendship between Mauritius and China. He emphasised China’s commitment to supporting both large and small countries and reiterated the importance of strengthening bilateral ties and fostering friendship between both nations.

Furthermore, Mr Liu Yuxi pledged China’s support for the development of small island nations like Mauritius and reiterated China’s aid to Mauritius in its quest for sovereignty over the Chagos Archipelago. He expressed hope to additionally solidify Sino-African relations and underscored the role of FOCAC as an effective platform for enhancing exchanges between China and Africa.

China, he stated, attaches great importance to the electric bus project and is ready to work with Mauritius to accelerate its implementation. He also pointed out that the Chinese market is open to more Mauritian agricultural and aquatic products.

Moreover, the Special representative encouraged Chinese companies to invest and collaborate with Mauritius, contributing to its industrial diversification. Although the two countries do not yet have a single-channel cooperation mechanism, he believes that the current achievements prove the success of their collaborative efforts.

FOCAC

FOCAC is an official forum between the People’s Republic of China and all states in Africa with the exception of the Kingdom of Eswatini. It is the primary multi-lateral coordination mechanism between African countries and China and since 2018 is viewed by those countries as a cooperation platform within the Belt and Road Initiative. FOCAC emphasises pragmatic cooperation through initiatives like the China-Africa Development Fund, the China-Africa Industrial Capacity Cooperation Fund, and the Belt and Road Initiative, aiming to facilitate infrastructure development, industrialisation, and sustainable growth across Africa.

Resource persons from the U.S. Defense Institute of Medical Operations (DIMO) are facilitating the workshop.

The Minister of Health and Wellness, Dr Kailesh Kumar Singh Jagutpal; the Minister of Gender Equality and Family Welfare, Mrs Kalpana Devi Koonjoo-Shah; the U.S. Ambassador in Mauritius, Mr Henry V. Jardine; as well as the Team Lead from the DIMO, Lieutenant Colonel Melissa S. Henricks, were present at the opening of the workshop.

US Embassy Organizes Workshop On Medical Approach To Gender-Based Violence

In her keynote address, Minister Koonjoo-Shah expressed appreciation to the U.S. Embassy for its ongoing support to counter the harmful effects of GBV. Speaking on the fight against GBV which is high on Government’s agenda, she referred to the setting-up of the High-Level Committee on the Elimination of GBV since 2020 under the chairpersonship of the Prime Minister and the launch of a 4-year National Strategy and Action Plan to eliminate GBV in November 2020.

As for this capacity-building programme, Mrs Koonjoo-Shah pointed out that it serves as an eye-opener for healthcare providers, who are often among the first and only points of contact for GBV survivors. It will contribute to addressing gaps in access to healthcare services and mitigating health risks, thereby enhancing health literacy, improving preventive measures, promoting positive health behaviours, and facilitating the dissemination of information regarding available services and referrals, she added.

For his part, the Health Minister elaborated on the initiatives undertaken by his Ministry in the fight against GBV, comprising the setting-up of a fast-track system at the level of the Accident and Emergency department of Regional Hospitals. Dr Jagutpal also mentioned that whenever a victim attends a public health facility and reports a case of GBV, he or she is prioritised in terms of service provision from registration up to admission if needed.

US Embassy Organizes Workshop On Medical Approach To Gender-Based Violence

Minister Jagutpal further observed that from July 2023 to June 2024, 1,200 GBV survivors have attended Public Hospitals among which 1,000 women and 200 men. He called upon the collaboration of all stakeholders, including Government, the civil society, Non-Governmental Organisations, development partners and the private sector to ensure that GBV remains a priority issue.

Ambassador Jardine, for his part, emphasised that the workshop shows the commitment of the U.S. in ensuring that women are represented, take an active part in finding solutions against GBV, which is a violation of fundamental human rights. Every individual has the right to live free from violence and discrimination based on their gender, and by addressing GBV, we are upholding the basic rights and dignity of all individuals, he stated.

As for the Team Lead from the DIMO, she spoke of the importance of building strong and resilient partnerships through health education. Lieutenant Colonel Hendricks moreover called for interdisciplinary cooperation in addressing GBV.
