In an effort to combat the nation’s first viral fever outbreak, which has killed 11 people so far, Rwanda’s health minister announced on Thursday that the country will begin clinical trials of novel vaccinations and treatments for Marburg disease in the coming weeks.

36 instances have been documented since the sickness was discovered in late September, according to statistics from the health ministry.

“This is part of our efforts to help people recover quickly by utilising vaccines and medicines specifically developed to fight this outbreak, currently in the final phase of research,” the minister, Sabin Nsanzimana, told Reuters.

“We are collaborating with the pharmaceutical companies that developed these, alongside the World Health Organization, to expedite the process through multilateral collaboration.”

In order to expedite access to vaccination and treatment doses for trials, the WHO stated that it was collaborating with the government and had convened a conference of industrial, academic, and government partners.

During the Marburg outbreaks, it granted ethical permission for these kinds of experiments and stated that obtaining a comparable approval from the Rwandan government was the next critical step. According to an email from a spokesman, the funds has also been released by the WHO, the Canadian government, and the Health Emergency Preparedness and Response Authority (HERA) of the European Union.

WHO has assessed four vaccine candidates for possible use in trials, but only one—produced by the nonprofit Sabin Vaccine Institute—had results from preliminary human studies demonstrating safety and eliciting an immune response. Because of the hazards, it is not possible to test the vaccinations further outside of outbreak situations.

China, Iran, and North Korea are the target of a fresh recruitment effort by the US Central Intelligence Agency seeking informants.

On Wednesday, the organization posted messages in Mandarin, Farsi, and Korean on social media, providing consumers with secure contact information. This most recent attempt comes after an enlistment drive for Russians following the CIA-deemed successful invasion of Ukraine.

A CIA spokesman stated in a statement, “We want to make sure individuals in other authoritarian regimes know that we’re open for business.”

The recruitment letters requested people’s names, locations, and contact information. They were posted on the dark web and on social media sites like X, Facebook, YouTube, Instagram, Telegram, and LinkedIn.

Users were instructed to use trustworthy encrypted Virtual Private Networks (VPNs) or the Tor network, an anonymous web browser that is frequently used to reach the dark web, to contact the CIA via its official website. The instructions were quite detailed.

“I can’t remember any sort of recruitment effort like this, using YouTube or social media in this way, at least in Korean. It seems like they’re basing this off the success they had in Russia – but I would question how effective this will be considering most North Koreans don’t have access to the internet,” said Mason Richey, associate professor of international politics at Hankuk University of Foreign Studies in Seoul.

According to Professor Richey, the US might be pursuing North Korean dealers who shadily cross the border into China in order to gain access to VPN networks.

Given the stringent surveillance measures that three countries use to quell dissent, US intelligence views North Korea, Iran, and China as “hard targets” when it comes to collecting intelligence.

“This effort represents just one way in which CIA is adapting to a new global environment of increased state repression and global surveillance,” the spy agency’s statement continued.

However, Professor Richey cast doubt on the usefulness of any intelligence that the effort could obtain. “I suppose you have to assume the CIA knows what it’s doing, but you do wonder how many of these discontented people are close enough to power and close enough to the places where important decisions are made,” he said.

“It does, at the very least though, throw some sand in the gears of these counter-intelligence operations,” he added.

Israel’s military claimed to have killed 15 Hezbollah members in south Lebanon on Thursday and to have struck Beirut, following the worst day its soldiers have experienced on the Lebanese front in a year of fighting the Iran-backed group. The chairman of the Hamas government in Gaza, Rawhi Mushtaha, and two senior security officers, Sameh al-Siraj and Sami Oudeh, were “eliminated” by Israel’s military three months ago, according to a statement released by the IDF on Thursday.

After two weeks of heavy bombardment, Israel—which has been at war with Hamas in Gaza for nearly a year—sent troops into southern Lebanon, sparking an increasingly dangerous battle that might involve the US and Iran.

The Islamic Health Authority, a civil defense organization associated with Hezbollah, reported that seven of its employees, including two physicians, had died in the Beirut strike, while the health ministry of Lebanon indicated that the number of casualties had risen to nine.

On Sunday, while playing golf on his club in West Palm Beach, Florida, the Republican presidential candidate Donald Trump was spared from what the FBI described as a possible assassination attempt thanks to the actions of the Secret Service.

A gunman was observed a few hundred yards from where Trump was playing when he was spotted in bushes close to the golf course’s property boundary, and several Secret Service agents opened fire on him, according to law enforcement officials.

After leaving an assault rifle akin to an AK-47 and other stuff behind, the suspect drove off and was apprehended.

Two months had passed since Trump was shot during a Pennsylvania campaign event, inflicting a small injury to his right ear. This appears to be an attempt on his life.

“I would like to thank everyone for your concern and well wishes – It was certainly an interesting day!,” Trump posted on social media late on Sunday. He also thanked the police and Secret Service for keeping him safe.

With just over seven weeks until the election on November 5, both instances demonstrate the difficulties in ensuring the safety of presidential candidates in a fiercely heated and divided campaign.

Ryan Wesley Routh, 58, of Hawaii was named as the suspect by CNN, Fox News, and the New York Times, all of which cited anonymous law enforcement sources. Agents from the Secret Service and Homeland Security conducted a late-night search in a residence in Greensboro, North Carolina, that a neighbor verified belonged to Routh.

Senegalese President Bassirou Diomaye has dissolved the National Assembly following weeks of growing strain between the government and the Parliament, which is controlled by the opposition. A US “ultra-endurance” cyclist has claimed a new world record for fastest woman to round the globe by bike. Lael Wilcox cycled 29,169 km (18,125 miles) from Chicago to her destination in 108 days, 12 hours, and 12 minutes.

She surpassed the Scottish traveler Jenny Graham’s record from 2018, which stood at 124 days and 11 hours. Alaskan cyclist Wilcox, 38, left on May 28 and traveled through 21 nations on four continents before returning to Chicago on Wednesday at roughly 21:00 local time (06:00 GMT). Her voyage, which will now be confirmed for inclusion in the Guinness Book of World Records, involved up to 14 hours of cycling per day.

According to experts, ultra-endurance riders can burn between 6,000 and 10,000 calories each day on their bicycles.

India’s National Security Advisor (NSA) Ajit Doval had lengthy discussions with his Russian counterpart Sergei Shoigu during a meeting in St Petersburg on Wednesday night.

Talking about the Russia-Ukraine war, he said, “We don’t think this conflict will be resolved on the battlefield. At some stage, there’s going to be some negotiation. When there is a negotiation, the main parties – Russia and Ukraine – have to be at that negotiation.” He recalled the trips made by Prime Minister Narendra Modi to both Russia and Ukraine, stating that India had declared in both cities that they were not living in a time of war.

“We don’t think you’re going to get a solution out of the battlefield. We think you’ve got to negotiate… If you want advice, we are always willing to give it…,” he further added and said that although nations face differences, war is not a healthy method to address these issues.

Later, during a joint press conference with his German counterpart Annalena Baerbock, Jaishankar proposed bringing up Russia in any talks over the matter.

The United States has favoured the creation of two permanent United Nations Security Council seats for African states and one seat that would be rotated among small island developing states, US Ambassador to the UN Linda Thomas-Greenfield will make the announcement on Thursday.

The action is being taken as the United States tries to strengthen its relationships with Pacific Island countries that are crucial to fending off Chinese influence in the area and mend fences with Africa, where a lot of people are upset over Washington’s backing of Israel’s assault in Gaza.

The declaration, which Thomas-Greenfield described as a part of US President Joe Biden’s legacy, is intended to “move this agenda forward in a way that we can achieve Security Council reform at some point in the future,” she told British news agency Reuters.

In addition to Washington’s long-standing support for India, Japan, and Germany to also receive permanent seats on the council, there is a drive for two permanent African members and a rotating seat for small island developing states.

Developing countries have long sought seats on the Security Council, the UN’s most powerful body, on a permanent basis. However, years of negotiations on change have yielded little results, and it is uncertain if American backing would spur action.

Thomas-Greenfield made it clear to Reuters prior to her statement at the Council of Foreign Relations in New York on Thursday that Washington opposes extending the veto power beyond the five nations that currently possess it.

The Security Council is tasked with upholding global peace and security and possesses the authority to levy fines, impose arms embargoes, and provide permission to deploy force.
